Register company data on PUESC

With this service you register your company data on PUESC and you can:

Registration of company data is necessary in order to:

  • make customs declarations,
  • send INTRASTAT declarations,
  • send, update, complete or confirm declarations in the SENT system,
  • operate under the TAX-FREE procedure (to register a company's data for TAX FREE, the company must be an active taxpayer of goods and services tax).

Without authorisation, you will register your company's basic data. Find out if you need an authorisation to register your company and how to provide it.

Before you start, check that your company details are already registered on PUESC.strona otwiera się w nowym oknie

To register your company data on PUESC, prepare:

  • in the case of a domestic company - basic data that are visible in CEIDG or REGON or KRS,
  • in case of a foreign company:
    • current registration documents,
    • current documents, which indicate the right to represent the company by the person who signed the authorisation.

The application for registration must be signed before it is sent:

  • with a qualified signature or
  • with a trusted signature using a trusted profile or
  • with an advanced electronic signature verified with a customs certificate.

PRELIMINARY STEP

  1. Create an account on PUESC - if you have not already done so.
  2. Note! Select "EXTENDED SCOPE OF RIGHTS”.
  3. Sign the registration application. If you send an unsigned application, you will have to confirm your identity in person.strona otwiera się w nowym oknie

STEP 0

Log in to the PUESC.

STEP 1

Select on PUESC the form WRP0001 Registration of company data [SZPROT].strona otwiera się w nowym oknie

  1. Fill in the fields of the application. Use the prompts assigned to some fields - you will find them by clicking on the icon (button) "i".
    1. In the AREAS OF OPERATION section, select one or more areas:
      1. customs (EORI)- when you start trading with countries outside the EU. When asked "whether to assign an EORI number" - select YES,
      2. intrastat - when your company has exceeded the statistical threshold and has to send declarations,
      3. transport monitoring - when you want to send, update, complete or confirm declarations in the SENT system,
      4. excise - when you need to enter the company in the Central Register of Excise Entities,
      5. TaxFree - when the company intends to operate under the TAX FREE procedure,
      6. OTHER - when none of the above is appropriate.
    2. in the ENTITY DATA section:
      1. When registering your domestic company data, complete the TIN field and select the 'Enter' or 'tab' button on your computer keyboard. The company data should appear on the screen.
        Note! If the company data do not appear on the screen, make sure you have entered the correct TIN number. If the VAT number is correct, then continue to complete the application. The company data will be checked and confirmed by an official.
      2. If you are registering the data of a foreign company whose registered office is in the EU, then:
        • when the company has already been assigned an EORI number, you must enter it. The company's data will be automatically downloaded from the EU EOS system.
        • when the company has not been assigned an EORI number, but will be operating in the "customs" area, you must first obtain this number in the country of establishment of the company,
        • if the company has not been assigned an EORI number and will be operating in areas other than 'customs (EORI)', then you must tick the declaration that the company does not have this number and you will then have the mandatory EU VAT field to complete on the application form.
      3. If you are registering the data of a foreign company that is based outside the EU, i.e. in a 'third country' - TC) and has been assigned an EORI number in an EU country, then you must enter this number. The company's data will be automatically downloaded from the EU EOS system.
      4. If you are registering the data of a foreign company whose registered office is outside the EU (i.e. in a "third country" - TC) and has not been assigned an EORI number in an EU country, then you must tick the statement that the company does not have this number and you will then receive a mandatory TC field to complete on the application form.
        In the TC field you must enter the number assigned to the company in the third country for tax and customs purposes. This number must be preceded by the two-letter code of the country in which the company is established.
        Note! If you receive the message "Unable to register entity." it means that your company data is already registered on PUESC and you cannot register it again.       5. enter the EU VAT if you have it - select the Add button,
      6. enter your company's full and abbreviated name and the date you started your business,
      7. enter the legal form of your business
      8. enter the PKD code - the code of the main activity is sufficient,
    3. in the ADDRESS section, enter the registered office address and the correspondence address,
    4. you may enter data in sections DEDICATED CONTACT, BANK ACCOUNTS, CHANNELS OF COMMUNICATION WITH SISC SYSTEMS, BRANCHES. If you provide these data, we will check that you can represent the company yourself.       A foreign entity that has a branch of a foreign entrepreneur in Poland should provide the data of this branch when registering. This data should be provided in the BRANCHES section.
    5. in the REPRESENTATIVE section:
      In the form, which is used to register your company data on PUESC, you can immediately associate a representative with your company. Please note that this may increase the registration time.
      If you want to add a representative, when asked: "Do you want to add a representative?" select the answer "Yes". Then select whether you want to add an Entity or an Individual to the representation (you can select both options).
      1. In the REPRESENTATIVE (NATURAL PERSON) section, you can add a representative who is a natural person. Use the description of the service: Associate a representative with a company,strona otwiera się w nowym oknie
      2. in the REPRESENTATIVE (ENTITY) section, you can add a representative who is another company. Use the description of the service: Associate a representative with a company,strona otwiera się w nowym oknie
    6. in the DECLARATIONS section
      1. You must tick the required consents and declarations (marked with a red asterisk) to submit the application:
        Aware of the criminal liability for making a false declaration - I declare that, as at the date of the application, the data contained herein and the data and information resulting from the documents attached to the application are true and up-to-date,
      2. If you want your company's EORI number to be visible on the European Commission website, please tick the declaration:
        I consent to the publication on the European Commission website of the registration number assigned to me and my name and registered office address.
    7. in the ADDITIONAL INFORMATION section, you may enter additional information, for which purpose select the Add button.
    8. in the ATTACHEMENTS section, you may add an attachment to your application, in order to do so, select the Add button.
      1. If you want to add an attachment directly from your computer - indicate the "Select file" option, and then select its content from the "Type of attached document" drop-down list,
      2. If you want to add a registered e-Document - indicate its number in the "e-Document number" field and then select its content from the "Type of document attached" drop-down list - check what you need to know in Manage e-Documents,strona otwiera się w nowym oknie
      3. If you want to add a new file, which you will register as an e-Document at the same time - select "Add e-Document" and then, in the newly opened window, complete all the required fields. Check what you need to know in Manage e-Documents.strona otwiera się w nowym oknie
  2. Select the "Generate Document" button.
    If an error message is displayed in the red box at the end of the application, correct the data in the indicated fields and generate the document again.
    If an informative message is displayed in a blue box at the end of the application, then select "Continue".

STEP 2

Sign the application

select and sign the application.

You can do this in three ways:

  1. with a qualified signature,
  2. with a trusted signature using a trusted profile,
  3. with an advanced electronic signature verified with a customs certificate.

STEP 4

Check if you have received an Official Receipt (UPO)

  1. In the tab

Check if you have received an Official Receipt (UPO).

The UPO confirms that you have submitted your application electronically.

will have the status "pending".

NOTE! The request you send may take several days to be verified.

STEP 5

Check that you have received your registration confirmation

In the tab

My Desktop | My cases and documents | Documents

find the document Information on the assignment of a SISC ID to an entity or Information on the need to correct deficiencies and read the content.

To do this, select it and choose Preview Document and then the Preview Attachments tab.

NOTE! 
If you have received a document named: Notice of deficiency, read the content and provide the missing documents.

If data of your company which is already registered on PUESC is not up-to-date, please use Change your company details on the PUESC portal service.

  1. You do not need an authorisation to register your company data on PUESC:
    1. if you are a person:
      1. authorised to represent your company by law (e.g. owner, sole proxy, chairman of the board of directors or board member authorised to independent representation in the National Court Register),
      2. authorised to represent the company independently, but you cannot confirm this in public registers, but you have such a document - then attach it in the ATTACHEMENTS section,
      3. if you are a partner in a civil partnership with the right to self-representation and the memorandum of association confirms this - then attach it in the ATTACHEMENTS section,
    2. if you register data of a domestic company and in the application, you mark/complete only: area of operation, basic identification data (i.e. NIP number, company name, PKD code, address) and declarations,
    3. if you register data of a company with the seat in the European Union and enter EORI number of this company and mark/complete only: area of operation, basic identification data (i.e. EORI number, company name, PKD code, address) and declarations.
  2. You need an authorisation to register your company data on PUESC, if you are registering a company:
    1. with registered office outside the European Union and you enter the company's EORI number and tick/complete only: area of operation, basic identification data (i.e. EORI number, company name, address) and declarations - it is enough to attach a scan of the authorisation, stamp duty and registration documents from the country of registered office, in the ATTACHEMENTS section,
    2. based outside the European Union and the company does not have an EORI number and you only need to indicate/complete the following: area of operation, basic identification data (i.e. TC number, company name, address) and declarations - it is sufficient for you to attach a scan of the authorisation, stamp duty and registration documents from the country of establishment, in the section ATTACHEMENTS,
    3. you fill in more data than described in 1 b) and c) and 2 a) and b) - in this case you need to provide the original authorisation - check how to do it in the description of the section How to deliver an authorisation.

If you have received an authorisation to represent your company on PUESC, then deliver it to the Central Registration Department of the Poznań Tax Administration Chamber.

The content of the authorisation must indicate the scope of your powers.

Do not forget to pay stamp duty on the power of attorney.

If you are a proxy, you must pay stamp duty on the submitted power of attorney in the amount of PLN 17 payable to the account:

REMEMBER! Deliver the authorisation together with proof of payment of stamp duty in only one way:

  • provide the mandate electronically - top that means electronically signed by the principal or electronically authenticated by a solicitor, legal adviser, tax adviser, notary public or by a person authorised by an economic operator holding an AEO or customs simplification authorisation:
    • as an attachment (in the ATTACHEMENTS section) directly in the application to be submitted,
      or
    • using the Manage e-Documents service

or

  • submit the documents to a customs branch, customs office or customs delegation,

or

  • send documents by post to the following address

Application form for registration of company data on PUESC

The service is free of charge.

If you are an attorney, you will have to pay stamp duty on the power of attorney submitted - read more in the section How to deliver an authorisation.

Emergency situations are the unavailability of a service, in particular due to breakdowns or announced maintenance work.

In the event of an emergency situation where the electronic application cannot be postponed, you can exceptionally complete a paper application. You will find it here:

You submit the completed application to the customs branch where your goods are awaiting clearance.

You will receive an EORI confirmation at the e-mail address provided in the application.
